Former Assistant Superintendent of Facilities & Governmental Relations at Santa Ana USD, where he led a $500M facilities program and secured $235M in OPSC state matching funds. Earlier, at Capistrano USD, he oversaw development of 31 new schools. Past Chair of the Coalition for Adequate School Housing (CASH) and recipient of CASH's James L. Murdoch Lifetime Achievement Award. Founder of the CASH Maintenance Management Certification Program.
John Cobb
Co-Founder / Builder-Side Principal
Founder and CEO of J.L. Cobb, Inc., with 43 years in construction and 25+ years focused almost exclusively on California public-works school construction. Holds the firm's qualifying §4525(e) California contractor's license (CSLB #1131540, B & C33). Districts served include Santa Ana USD, LAUSD, Riverside USD, Garden Grove USD, Monrovia USD, and Fullerton Joint Union HSD.

Project Manager
25+ years in California public education as a teacher, principal, and superintendent, including superintendent of Laguna Beach USD (2016–2024) and associate superintendent at San Dieguito Union HSD. Brings the educational-programming perspective into facility decisions, giving district superintendents a peer-level partner. Ed.D., Pepperdine University.

Leads long-range facilities and bond program strategy, aligning bond proceeds with OPSC, developer fee, deferred maintenance, and state grant resources. Former Southern California regional lead for a modular K-12 construction firm; serves on the Division of the State Architect (DSA) Prefabricated Code Committee. Author of After the Game (Simon & Schuster, 2024).
Bryan Hinkle
Project Superintendent
On-site field leader with 11+ years on California K-12 projects. Manages daily jobsite operations, safety, trade coordination, scheduling, and quality control on occupied campuses. Holds a CSLB Class B license (#1148245).
