Former Assistant Superintendent of Facilities & Governmental Relations at Santa Ana USD, where he led a $500M facilities program and secured $235M in OPSC state matching funds. Earlier, at Capistrano USD, he oversaw development of 31 new schools. Past Chair of the Coalition for Adequate School Housing (CASH) and recipient of CASH's James L. Murdoch Lifetime Achievement Award. Founder of the CASH Maintenance Management Certification Program.

Founder and CEO of J.L. Cobb, Inc., with 43 years in construction and 25+ years focused almost exclusively on California public-works school construction. Holds the firm's qualifying §4525(e) California contractor's license (CSLB #1131540, B & C33). Districts served include Santa Ana USD, LAUSD, Riverside USD, Garden Grove USD, Monrovia USD, and Fullerton Joint Union HSD.

Brings the educational-programming perspective into facility decisions, giving district superintendents a peer-level partner. Ed.D., Pepperdine University.

Leads long-range facilities and bond program strategy — aligning bond proceeds with OPSC, developer fee, deferred maintenance, and state grant resources — and has managed the Fruitvale and Monrovia bond programs. As Southern California regional lead for Project Frog, he helped bring componentized, “kit-of-parts” industrialized construction to California K-12: daylight-filled, CHPS-compliant classrooms designed to outperform Title 24 by up to 60% and engineered beyond California seismic code, delivered within the tight build windows schools demand. Serves on the Division of the State Architect (DSA) Prefabricated Code Committee.

Construction Manager

35+ years in K-12 school construction, modernization, and large-scale capital improvement programs. Has led bond-funded construction programs and the ground-up construction of a new high school, plus modernizations across K-12 districts, community colleges, and universities. Energy-management work spans CalSHAPE HVAC and plumbing modernization, solar installations, compressed natural gas (CNG) infrastructure, and the Proposition 39 Clean Energy Program.
