Earlier, at Capistrano USD, he oversaw development of 31 new schools. Past Chair of the Coalition for Adequate School Housing (CASH) and recipient of CASH's James L. Murdoch Lifetime Achievement Award. Founder of the CASH Maintenance Management Certification Program.

Founder and CEO of J.L. Cobb, Inc., with 43 years in construction and 25+ years focused almost exclusively on California public-works school construction. Holds the firm's qualifying §4525(e) California contractor's license (CSLB #1131540, B & C33). Districts served include Santa Ana USD, LAUSD, Riverside USD, Garden Grove USD, Monrovia USD, and Fullerton Joint Union HSD.

25+ years in California public education as a teacher, principal, and superintendent, including superintendent of Laguna Beach USD (2016–2024) and associate superintendent at San Dieguito Union HSD. On-site field leader with 11+ years on California K-12 projects. Manages daily jobsite operations, safety, trade coordination, scheduling, and quality control on occupied campuses. Holds a CSLB Class B license (#1148245).
